U.S. COURT HOLDS THAT PAN AMERICAN HEALTH ORGANIZATION IS NOT IMMUNE FOR LITIGATION OVER ITS ROLE IN HUMAN TRAFFICKING CUBAN DOCTORS

A federal appeals court has ruled that the World Health Organization branch for the Americas is not immune from being sued for its alleged role in a scheme to traffic Cuban doctors for the benefit of the island’s communist government, the first decision of its kind upholding a suit against an international organization for allegedly violating U.S. law.

(Reuters) – The Pan American Health Organization (PAHO), an international body that promotes health initiatives in the Americas, must face a lawsuit by Cuban doctors accusing it of helping arrange a program in which they were compelled to work in Brazil against their will, violating human trafficking laws.

Cuba’s military dictatorship sent Ramona Matos Rodriguez to Brazil in September 2013 as part of its foreign “medical missions.” Posted to the Amazonian state of Pará, Dr. Matos Rodriguez was to be paid by Brazil for her services. But she says she received only about 10% of the salary Brazil allocated.

Cuba’s government accused the Trump administration on Wednesday of orchestrating the end of the island’s medical missions to several Latin American countries in order to cut one of the country’s main revenue sources.

NEW YORK, Sept 26 (Thomson Reuters Foundation) – United States officials on Thursday called on all nations to stop using Cuba’s medical missions, which send doctors around the world, saying that Cuba refused to pay the medical staff and held them against their will.Cuba’s international medical missions are a form of human trafficking and modern slavery, U.S. State Department officials told a news conference in New York.

Doctors who defected from the Cuban regime’s medical slave labor program told journalists Thursday the regime forced them to falsify the number of patients they treated and “prescribe” medicine to those non-existent patients to make the program appear more productive than it was.

The United States sanctioned Raúl Castro and his close family members on Thursday for their involvement in “gross violations of human rights,” Secretary of State Mike Pompeo announced on Twitter. “The Cuban regime’s disregard for human rights and use of violence to prop up the former Maduro regime are responsible for the ongoing crises in Cuba and Venezuela,” he added.

This as they are not hired for day-to-day classroom teaching but for boosting the Maths and Science division.
